Our Policy Director, Liz Jones, attended the CQC Co-production day on 26 September, co-chaired by Kate Terroni, the Chief Inspector of Adult Social care and Karolina Gerlich, CEO of the National Association of Care & Support Workers.
The day was attended by a good mix of people, including health organisations, social care providers, carers, carers’ organisations, charities and third sector organisations and commissioners. There is a real commitment from the CQC to take a collaborative, open, co-produced approach to developing the way CQC works.

Targeted inspections:
- The CQC will be consulting on introducing this third type of inspection.
- They have piloted it with 2 services who had warning notices and they had a good response from the providers who were pleased to see the CQC back so quickly to follow up. Next steps are to widen the trial in order to consult more widely.
- We had a useful discussion about how this fits in to the other 2 types of inspection (comprehensive and focussed), the advantages and disadvantages of this approach (enables the CQC to respond quickly and nimbly to keep people safe but is yet another inspection – is it needed??), why it won’t change ratings (too narrow a focus) and how the CQC intend to resource it, balancing this with the pressures of overall inspection schedule

Early thought on changes to the Adult Social Care Assessment Framework
The CQC is planning to update its assessment framework in 2020 to achieve the following:
- A strengthening of the role of rating characteristics, to help improve the focus on the daily experience of care and quality of life
- Considering whether all the prompts within the KLOEs should stay as mandatory prompts
- Improve the way the inspection process assesses partnership working and innovation (a key opportunity here to influence this in the next few months)
- Consider how the assessment of quality should reflect the guidance for care homes from the CMA on people’s legal rights as vulnerable consumers

Supported Living Services – how to improve the inspection of these
- The CQC is exploring how it can improve the way they inspect supported living services, especially to make sure they are considering what is important to those who use these services and to cope with a range of providers with a large spread of service across a wide range of geographical locations.
